We begin in Neo-Tokyo in 2019, with the Tokyo Olympics coming up in the following year. A biker gang led by Kaneda roars across a highway in pursuit of their rivals. However, Tetsuo Shima, who is riding towards the front, cannot avoid the strange child who appears in front of him and gets hurt. Following the collision, Tetsuo and the child are immediately carried away by an army helicopter. While Kaneda and the others are looking for Tetsuo, he is given a certain drug and a mysterious power awakens in him.
