The scene is set in the "Land of Clouds," a place where everything is made of clouds! Precious "clouds" that keep flowers and plants healthy and create rain and rainbows come from this Land. The Land travels and sends clouds to various towns and stars. A baby cloud that was born there accidentally comes across Baikinman and his gang and is named "Flurry" by Dokinchan. As Flurry grows up healthy and strong, her bond with Dokinchan deepens. Meanwhile, trouble brews in the Land of Clouds as a strange stain prevents it from flying! Baikinman, who wants to become the king of the Land of Clouds invents "Baigumora," which goes on a rampage! The Land of Clouds and Anpanman World will be covered in black clouds, leading to great trouble! Will Anpanman and his friends be able to protect the Land of Clouds?
