The Republic of Zufu has been under the dictatorship of General Headhunter since he purged the former king and prince of the country. However, even after coming to power, he has not been able to find the treasure on the "Drifting Island" hidden by the former king. Lupin, who is after the treasure, contacts Emerah, the daughter of the General who seems to know the secrets of the defense system. However, it turns out that the woman is a decoy named Olèander.
