During the wedding ceremony of Detective Sato and Detective Takagi at Shibuya Hikarie, an assailant suddenly forces his way in! With the situation handled, Sato is reminded of the serial bombings where Detective Matsuda, the man she had been in love with, was killed in the line of duty. In the meantime, the criminal behind the serial bombings escapes from prison. Rei Furuya (Toru Amuro) from the security police tracks down the killer of his classmate, Detective Matsuda, but a mysterious person in disguise attaches a collar bomb to him. Conan who is visiting Amuro hears stories about his now-deceased classmate from the police academy and the costumed bomber.
