There was a massive explosion in the "Edge of Ocean" integrated resort which was set to host the Tokyo summit. Conan spots Toru Amuro in the news broadcast saying that police officers guarding the site were killed or injured. Meanwhile, Kogoro's fingerprints are found on the items left behind at the crime scene of the explosion and he is arrested as a suspect at the Metropolitan Police Department's investigation meeting. Conan suspects a public security hoax and questions Amuro, but Amuro is indifferent......Is Amuro the enemy? What is the truth behind the incident?
