On a gambling ship sailing along the coast of Izu, a young bodyguard, Ishikawa Goemon, saves the leader of the Tetsuryu-kai from an attack of a rival gang. A big explosion goes off immediately after that and causes serious damage to the ship. A giant man, Hawk, also known as the "The Phantom of Bermuda" was the one who set the ship on fire. Amidst the chaos, Lupin and his crew 'help' themselves to the money aboard the ship. However, Hawk has his sights set on Lupin, Jigen, and Fujiko. Meanwhile, Goemon is branded as a traitor by his group. Will he challenge Hawk, who is chasing Lupin and the crew, right in front of them to remove the stain on his honor?
